In addition to promoting ocean literacy, the preservation of natural and cultural heritage, and the creation of more sustainable and inclusive development models, Javier also works as the Coordinator of European Projects for the Regional Society of Education, Culture and Sport of the Government of Cantabria. From this position, he leads projects such as INCLUSEA or BLUESURFEST, which seek to make the ocean more inclusive and accessible for all. In the field of European culture and sports, he has served as a spokesperson for the Autonomous Communities of Spain in the European Commission, participating in the Committees of Cultural Affairs, the EU Council, and in the Working Groups.

A surfer since his childhood and passionate about the ocean, his native Cantabria, and his family, Javier has explored remote places and seas all over the planet from a very young age, travelling to more than 30 countries. Since he completed his first solo round-the-world trip in 1999 with his boards and guitar, and narrated his adventures in Surfer Rule magazine, he has participated in expeditions for the creation of new surf reserves and protected marine areas, and has embarked for peace with the legendary navigator Vital Alsar. In the field of surfing, he has also promoted various international events such as the Cosmic Children Festival, gathering the tribe for 12 consecutive years of surf fiesta.

With a degree in Business Administration and Management from the University of Wales, a Master’s in E-commerce, and postgraduate degrees in International Trade, Javier has dedicated a good part of his professional life to the internationalization of companies, projects, and NGOs from different countries. From the management of a skate brand present on 5 continents, to participation in European projects 7PM and H2020 for research, development, and innovation in the field of marine renewable energies. Likewise, for years he has combined his business activity with teaching at various universities (e.g., University of Applied Sciences of Austria, Cesine University Center of Santander) and lectures at various forums.
